From May 19 through June 13, SFCTA will be conducting presentations for organizations near the project area to provide an overview of the project and collect community feedback on the ramp design, bike and pedestrian improvements, construction and implementation, and connectivity needs and priorities for the area. Introduction
The Balboa Park transit hub is one of the busiest in San Francisco. Access to BART and Muni at Balboa Park Station can be complicated with people walking and biking, traffic from six freeway ramps near the station, and intersecting BART and Muni lines.
In April 2014, the Transportation Authority released the Balboa Park Circulation Study, with ideas to reduce conflicts between different types of travel in the station area, make walking and biking safer, and keep traffic flowing smoothly.
The study recommended changing the southbound I-280 Ocean Avenue off-ramp from a free-flow right turn to a “T” intersection with a traffic signal on Ocean Ave. This will reduce conflicts between vehicles, bikes, and pedestrians.
The Transportation Authority has collaborated with Caltrans to complete preliminary engineering and environmental approvals for the Project Study Report/Project Report (PSR/PR). The project also received federal (NEPA) and state (CEQA) environmental approvals. Currently, the project is in the design phase, with the Transportation Authority working alongside the San Francisco Municipal Transportation Agency, Public Works, Public Utilities Commission, and City College of San Francisco.
Goals
- Reduce merging conflicts between vehicles and pedestrians, bikes, and transit lines at I-280 freeway ramps without significantly impacting traffic flow.
- Create safe, accessible, and convenient routes for pedestrians, cyclists, and transit users.
- Provide a protected bike lane for westbound Ocean Ave.
- Develop affordable solutions that align with community goals while mitigating construction disruptions.

The design phase for the I-280 Southbound Ocean Ave Project was funded by $2.1 million in Prop K transportation sales tax dollars, Senate Bill 1 Local Partnership Program.

Current Phase Overview
The I-280 Ocean Avenue Off-Ramp Project will enhance safety for pedestrians, cyclists, and drivers by:
- Changing the current freeway off-ramp from a free-flow right turn onto Ocean Avenue into a T-intersection with a traffic signal.
- The new off-ramp will have two lanes to accommodate cars at red signal, retaining walls, curb ramps, and high-visibility crosswalks.
- Providing a protected bike lane for westbound Ocean Ave.
- Widening the sidewalk allowing for a future mixed-use path along Ocean Ave.
