The Treasure Island Mobility Management Agency (TIMMA) plans to issue a Request for Proposals for the Treasure Island Autonomous Vehicle (AV) Shuttle Pilot Project (Project) in May 2022. An optional pre-proposal conference will be held for the Project on via Zoom at a date and time to be announced. A DBE participation goal will be established for the Project.


The Project will allow TIMMA to gain a more complete understanding of AV operations on mixed-use streets and of perceptions of street users and passengers. It will increase access for an Equity Priority Community with limited existing travel options by providing a nine-month AV shuttle on Treasure Island, with a route that provides a connection to the Treasure Island Ferry Terminal, Island destinations, and residential areas. The Scope of Work will consist of developing all operational plans; providing Autonomous Vehicle service with a vehicle that is Level 4 automated, as defined in SAE J3016 “Levels of Driving Automation”, Americans with Disability Act (ADA) accessible, and preferably electric; supporting the pilot evaluation; and participating in community outreach and partnership to support workforce development, economic development, and education programs.


The estimated cost for this project is $825,000. The Project is partially federally funded and will be subject to “Buy America” provisions and additional federal transit operations requirements.
