As summarized in Attachments 1 and 2, we have received six requests totaling $5,322,331 in Prop K funds, and $2,210,000 in Prop AA funds. We have received a request from the Transbay Joint Powers Authority (TJPA) for the design phase of the Downtown Extension ($1,219,000 in Prop K funds). Two requests are for annual programs, including the Department of the Environment’s commuter benefits program ($77,546 in Prop K funds) and the Department of Public Works’ (DPW’s) tree planting and maintenance program ($1,000,000 in Prop K funds). Two additional requests from DPW are for street repaving projects: West Portal Avenue and Quintara Street Pavement Renovation ($3,002,785 in Prop K funds) and Dolores Street Pavement Renovation ($2,210,000 in Prop AA funds). The latter request requires a cost-neutral Prop AA Strategic Plan amendment to advance funds to align with the project schedule. Finally, the San Francisco Municipal Transportation Agency is requesting planning and environmental funds for the Twin Peaks Connectivity project ($23,000 in Prop K funds). We are seeking a recommendation to allocate $5,322,331 in Prop K funds, with conditions, and $2,210,000 in Prop AA funds, with conditions, for six requests, subject to the attached Fiscal Year Cash Flow Distribution Schedules and amendment of the Prop AA Strategic Plan.

5. Recommend Appointment of One Member to the Citizens Advisory Committee – ACTION* attachment  enclosure

The Transportation Authority has an eleven-member Citizens Advisory Committee (CAC). CAC members serve two-year terms. Per the Transportation Authority’s Administrative Code, the Plans and Programs Committee recommends and the Transportation Authority Board appoints individuals to fill any CAC vacancies. Neither Transportation Authority staff nor the CAC make any recommendations on CAC appointments, but we maintain an up-to-date database of applications for CAC membership. A chart with information about current CAC members is attached, showing ethnicity, gender, neighborhood of residence, and affiliation. There is one vacancy on the CAC requiring committee action. We are seeking a recommendation to appoint one member to the CAC.

The Prop K Strategic Plan is the financial tool that guides the timing and allocation of Prop K revenues over the 30-year, voter-approved Expenditure Plan period, reconciling the timing of expected Prop K revenues with the schedule for when project sponsors need those revenues in order to deliver projects, and setting policy for the administration of the program to ensure prudent stewardship of the funds. In July 2013, the Transportation Authority Board adopted the 2013 Strategic Plan Baseline, which incorporated actual revenues and expenditures, updated revenue projections and other Strategic Plan financial model assumptions in anticipation of the 2014 Strategic Plan and 5-Year Prioritization Programs (5YPPs). Transportation Authority Board adoption of a 5YPP is a prerequisite for allocation of funds. The 5YPPs contain a number of required elements such as a prioritization methodology and a 5-year project list with scope, schedule, cost and full funding information for proposed projects. The 2014 5YPPs cover Fiscal Years 2014/15 to 2018/19. We have been working closely with eligible project sponsors on the draft 5YPPs. At the June meeting, the Transportation Authority Board adopted six of the 21 5YPPs. We are recommending approval of fourteen 5YPPs. We will be bringing the last 5YPP (Bus Rapid Transit/Transit Preferential Streets/MUNI Metro Network), along with the 2014 Prop K Strategic Plan, for action in September. We also plan to bring Neighborhood Transportation Improvement Program (NTIP) guidelines as a separate agenda item at that time. Attachment 1 shows which 5YPPs we are recommending for adoption. Project sponsors will be present at the Plans and Programs Committee meeting to answer questions about the proposed projects. We are seeking a recommendation to approve fourteen 2014 Prop K 5YPPs.

7. Clipper Next Generation Fare Collection Update -  INFORMATION* attachment

At the May Plans and Programs Committee meeting, Commissioner Mar requested a presentation on efforts to update Clipper – the Bay Area’s fare collection smart card - to the next generation (Clipper 2.0).  At the July Plans and Program Committee meeting, Carol Kuester with the Metropolitan Transportation Commission (MTC) will provide the Plans and Programs Committee with an update on the development and corresponding timeline of the next generation of Clipper and San Francisco Municipal Transportation Agency (SFMTA) staff Travis Fox and Kimpreet Puar will share some of SFMTA’s perspectives regarding the next generation of Clipper.  Examples of potential improvements include a more uniform fare schedule, standardized transfer fees, and the implementation of a fare accumulator. MTC staff have been conducting outreach to transit agencies such as the SFMTA and other stakeholders to acquire feedback on the current iteration of Clipper (e.g., what works, what does not, and what changes are recommended).  MTC currently anticipates releasing a request for proposals in late 2015 or early 2016 so that updates are in place no later than 2019. This is an information item.

8.    Major Capital Projects Update – Van Ness Avenue Bus Rapid Transit Project – INFORMATION* attachment

Van Ness Avenue Bus Rapid Transit (BRT) Project, one of the signature projects of the Prop K Expenditure Plan, comprises a package of transit improvements along a two-mile corridor of Van Ness Avenue between Mission and Lombard Streets, including dedicated bus lanes, consolidated transit stops, and pedestrian safety enhancements. The Transportation Authority completed environmental review for the project in December 2013 and at that time transferred project lead to the San Francisco Municipal Transportation Agency (SFMTA). SFMTA completed preliminary engineering in June 2014 with approval of its Conceptual Engineering Report (CER). SFMTA began final design in May 2014 and expects to conclude in mid-2015. Under current assumptions, construction would begin in late 2015 and revenue service would begin in 2018. The CER recommends use of the Construction Manager at Risk project delivery method as opposed to traditional design-bid-build. Cost of the core BRT project is now estimated at $162 million and a total of $250 million when separate but related projects are included. The design team expects to obtain conceptual approval in July 2014 from the San Francisco Arts Commission for station platforms. SFMTA is concerned that cost and maintenance implications of providing level boarding between the platform and the vehicle floor may outweigh the benefit of speedier passenger loading times. SFMTA is, therefore, recommending a curb height platform for the Van Ness BRT project. This is an information item.
