THE PILOT

The Bayview Hunters Point (BVHP) community is working to start a new, innovative vehicle sharing program to enhance access to programs and services based in the Bayview and Hunters Point neighborhoods. The vehicle sharing program will operate similar to car sharing. The service would be used by neighborhood organizations and would allow these organizations to expand their services to clients while more efficiently utilizing funding spent on transportation.

A COMMUNITY-BASED PLANNING PROCESS

The potential pilot program emerged from the Bayview Hunters Point Mobility Study, a partnership between community residents, community-based organizations, City departments and university representatives to create transportation solutions that could be implemented in the near-term, while still identifying comprehensive solutions for the long term. The Study focused on overcoming barriers residents experience accessing to groceries, health appointments, after-school programs and other important services. The working group considered several ways to reach the following goals:

  • Reduce the barriers to mobility
  • Increase transportation access, while reducing cost
  • Build community-capacity.

The San Francisco County Transportation Authority led the study, partnering with the San Francisco Department of Public Health’s Healthy Eating Active Living (HEAL) Zone initiative, B-MAGIC, a number of community-based organizations, and UCSF’s SF Health Improvement Partnerships (SFHIP). Caltrans and San Francisco’s Prop K transportation sales tax provided the funding for the study.

The Study and the Transportation Authority’s prior 2010 Bayview Hunters Point Neighborhood Transportation Plan found that there are broad transportation access needs in the community—a gap between fixed route transit and paratransit services—including those at community-based organizations. Although transportation is an essential component of service delivery, costs are not well understood. In addition, the needs assessment found that program staff regularly provide direct transportation services for youth, seniors and adults alike, often taking away from having staff available for core programming and services. In the spring of 2012, UCSF’s SFHIP partnered with SFDPH and the HEAL Zone to fund pilot projects with community organizations in the BVHP to test innovative approaches to improving nutrition and increasing physical activity for neighborhood residents.

In Summer 2012, the Study convened a Transportation Working Group comprised of local leaders, representatives from community-based organizations, and a technical team. The Working Group held seven meetings and devised the following criteria to guide the work, to the extent possible:

  • Safety
  • Cost and efficiency
  • Community connectedness/cohesion and inclusion
  • Cultural relevance
  • Ease of start-up, on-going management and operations
  • Pollution reduction

The Working Group evaluated several alternatives aimed at increasing transportation access, improving efficiency and building community-capacity. After consideration of many options, community leaders felt that vehicle sharing and a volunteer driver program would best serve community needs. Focusing on shared service as their first priority, Working Group members met and learned from practitioners from other cities at a day-long Vehicle Sharing Workshop, and held collaborative sessions to craft the new program. The final deliverable for the group was a Business Plan outlining the pilot implementation approach for a van sharing service. The Business Plan features the following:

  • Priority trip types for the first phase: youth, medical, senior, food access
  • Accessible for people who speak English, Spanish and Chinese
  • Pilot Program: Focus on a quick start up with the ability to grow and change the service over time
  • Shared Vehicle Service Model: Contracted service provider (driver), overseen by mobility manager and community advisory board. Administrative functions performed by fiscal sponsor

NEXT STEPS

The Business Plan was adopted by the San Francisco County Transportation Authority Board in May 2013. Members from the community Transportation Working Group have formed a Community Advisory Board and are working to implement the pilot project in 2015.
