4.                  Citizens Advisory Committee Appointments - INFORMATION

The Plans and Programs Committee will consider recommending appointment of two members to the Citizens Advisory Committee (CAC) at its November 16 meeting. These vacancies resulted from the resignation of Jul Lynn Parsons and term expiration of Fran Martin. Neither staff nor CAC members make recommendations regarding CAC appointments.  CAC applications can be obtained at the Authority's website (www.sfcta.org) or by calling 415.522.4800. This is an information item.

5.                  Internal Accounting Report and Investment Report for the Three Months Ended September 30, 2010 - INFORMATION* attachment

The Authority's Fiscal Policy directs staff to give a quarterly report of expenditures including a comparison to the approved budget.  The Authority's Investment Policy directs that a review of portfolio compliance be presented along with the quarterly report.  The Internal Accounting Report for the three months ended September 30, 2010, is presented for information.

7.                  Information on Jobs Created by the American Recovery and Reinvestment Act Local Streets and Roads, Transportation Enhancements, and Presidio Parkway Projects in San Francisco - INFORMATION* attachment

At its February 24, 2010 meeting, the Citizens Advisory Committee (CAC) requested periodic updates on the number of jobs created by the American Recovery and Reinvestment Act (ARRA) funds programmed by the Authority.  The attached table shows the number of jobs created or retained by the ARRA-funded local streets and roads and Transportation Enhancements projects in San Francisco as of the September progress reports, which project sponsors are required to submit to Caltrans every month.  The number of jobs for the Presidio Parkway (Doyle Drive Replacement) project stays constant since our June report to the CAC, for its job creation is estimated as a function of construction cost per contract for the life of the project, and no additional contracts have been awarded.  This is an information item.

8.                  Adopt a Motion of Support for the Allocation of $22,599,331 in Prop K Funds, With Conditions, to the Municipal Transportation Agency for the Central Subway Utility Relocation Contract 2, Subject to the Attached Fiscal Year Cash Flow Distribution Schedule and Amendment of the 2009 Prop K Strategic Plan - ACTION* attachment

The early construction phase of the Municipal Transportation Agency's (MTA's) Central Subway project includes four contract components and has a total cost of $112.5 million, including public agency labor.  Utility Relocation Contract 1, will cost $7.5 million and consists of the relocation of utilities for the Moscone Station on 4th Street between Howard and Folsom and utilities at the Tunnel Portal on  4th Street between Harrison and Bryant.  This work began in January 2010 and is scheduled to be completed by January 2012.  Utility Relocation Contract 2, the subject of this request, will cost $22.5 million. It consists of utility relocation and other site preparation work necessary to facilitate the construction of the underground Union Square/Market Street station and a re-route of the 30-Stockton and 45-Union/Stockton trolley lines through the duration of construction.  This work is expected to begin in November 2010 and is currently anticipated to be complete by December 2011.  The remaining 2 components, procurement of Tunnel Boring Machine (TBM) Equipment and construction of a TBM Launch Box, will cost $35.3 million and $36.1 million, respectively.  This work is currently anticipated to begin in February 2011 and should be completed by January 2014.  MTA's request to fully fund the Utility Relocation Contract 2 with $22.6 million in Prop K funds requires an amendment to the Strategic Plan to reprogram $6,703,610 in Fiscal Year 2010/11 Prop K funds from the right of way phase of the Central Subway project to advanced construction.  This amendment has no impact on financing costs for Prop K. Our memo provides updates on the project budget and funding plan, as well as a look ahead at MTA's upcoming request for funds for the TBM-related advance construction work.   We are seeking a motion of support for the allocation of $22,599,331 in Prop K funds, with conditions, to the MTA for the Central Subway Utility Relocation 2 Contract, subject to the attached fiscal year cash flow distribution schedule and amendment of the 2009 Prop K Strategic Plan.

9.                  Adopt a Motion of Support for the Allocation of $458,000 in Prop K Funds, With Conditions, to the Municipal Transportation Agency for Two Projects and $3,334,653, With Conditions, to the Peninsula Corridor Joint Powers Board for Six Projects, and for the Appropriation of $20,000 for the Bayview Hunters Point Mobility Solutions Study, Subject to the Attached Fiscal Year Cash Flow Distribution Schedules, and Amendment of the Strategic Plan and the Caltrain Capital Improvement Program and Caltrain Guideways 5-Year Prioritization Programs - ACTION* attachment   enclosure

As summarized in Attachments 1 and 2, we have eight Prop K allocation requests and one appropriation request totaling $3,814,653 to present to the Citizens Advisory Committee (CAC) at the October 27 meeting.  Six of the projects, totaling $3,334,653, are from Caltrain's Fiscal Year 2010/11 Prop K request and would fund San Francisco's local match share of Caltrain's Capital Improvement Program (CIP).  The Prop K Expenditure Plan included for the first time Caltrain as an eligible recipient of San Francisco transportation sales tax funds.  The intent of this change was to help offset the financial burden on the Municipal Transportation Agency (MTA), which is the agency responsible for providing San Francisco's local match share of Caltrain's capital and operating budgets.   The MTA has submitted two requests: $460,000 for design work for the rehabilitation of 23 Muni escalators and the implementation of bicycle facilities on Alemany and Portola, adding four miles to the bicycle network. Finally, we are requesting appropriation of $20,000 to match a $180,000 Caltrans Environmental Justice Planning grant, awarded to the Authority for the Bayview Hunters Point Mobility Solutions Study, one of the recommendations from the Bayview Hunters Point Neighborhood Transportation Plan adopted by the Board in June of this year. Attachment 3 provides a summary of our staff recommendation. In order to accommodate the Caltrain annual request while remaining consistent with the financing levels assumed in the Strategic Plan, our recommendation includes a commitment to allocate Fiscal Year 2011/12 funds for one Caltrain project and a concurrent finance cost neutral Strategic Plan amendment that affects the Caltrain CIP and Caltrain Guideways Expenditure Plan categories. We are seeking a motion of support for the allocation of $458,000 in Prop K funds, with conditions, to the MTA for two projects and $3,334,653, with conditions, to the PCJPB for six projects, and for the appropriation of $20,000 for the Bayview Hunters Point Mobility Solutions Study, subject to the attached Fiscal Year Cash Flow Distribution Schedules, and amendment of the Strategic Plan and the Caltrain Capital Improvement Program and Caltrain Guideways 5-Year Prioritization Programs.

10.               Updates on the Bi-County Transportation Study and the Bayshore Intermodal Station Access Study - INFORMATION

We have made significant progress on both studies since last briefing the CAC earlier this year. The Bi-County Study steam has produced a draft Priority Project List and a methodology for assigning "fair-shares" for priority project costs to various public and private stakeholders. The Bayshore Study team has developed conceptual design and conducted community outreach for three alternative ways to improve intermodal transit connections and multimodal access for the Bayshore Caltrain Station.  We will also provide an update on other related land use and transportation planning efforts in the area. This is an information item.
