Presentation on the Future of Bicycling in San Francisco - INFORMATION At the September Plans and Programs Committee meeting, we launched the process for developing the San Francisco Transportation Plan (SFTP), the City's long-range blueprint for transportation improvements over the next 25 years. To inform that effort, Commissioner David Chiu requested an information item to discuss the future of bicycle transportation in San Francisco. The discussion should help with the goal setting and needs assessment effort currently underway for the SFTP, and clarify how the final SFTP will guide the work of the Authority and City departments involved in supporting bicycling in San Francisco. As a starting point for the discussion, the San Francisco Bicycle Coalition will give a presentation on this topic. This is an information item. 5. Recommend Allocation, with Conditions, to the Municipal Transportation Agency of $508,000 in Prop K Funds for Traffic Calming - Planning, Evaluation and Outreach and $214,000 in Prop K Funds for Planning and Design of New Pedestrian Signals, Subject to the Attached Fiscal Year Cash Flow Distribution Schedules, and Amendment of the Traffic Calming 5-Year Prioritization Program - ACTION* attachment The Municipal Transportation Agency (MTA) has requested allocation of a total of $722,000 in Prop K funds for the following two projects: Traffic Calming - Planning, Evaluation, and Outreach ($508,000) and New Pedestrian Signals ($214,000). Both projects would be 100% Prop K funded. The requests are summarized in Attachments 1 and 2, followed by a summary of our staff recommendation in Attachment 3. The New Pedestrian Signals project includes planning and design of six new pedestrian countdown signals and four new accessible pedestrian signals. The allocation request form shows the pool of potential locations from which the MTA will prioritize the 10 locations to be designed. The MTA anticipates completing design by June 2012. the MTA's traffic calming request includes six projects: a large, local street area-wide plan (Visitacion Valley), 3 local street small area-wide plans (Clayton, Dewey and Jordan Park/Laurel Heights), evaluation of new traffic calming requests, and continued outreach for the MTA's traffic calming program. In both cases, the MTA's budgets estimate higher costs compared to similar prior Prop K requests. In the case of the New Pedestrian Signals project, the MTA primarily attributes this to the complexity of the remaining locations that lack existing pedestrian signals (e.g. the easier locations have already been done) and a conservative estimate of the number of curb ramps to be designed. With respect to the traffic calming project, the MTA has indicated that the costs now better reflect the actual cost of the work, and include senior staff and other expenses that were previously charged to agency overhead. We are seeking a recommendation to allocate, with conditions, to the Municipal Transportation Agency $508,000 in Prop K funds for Traffic Calming - Planning, Evaluation and Outreach and $214,000 in Prop K funds for Planning and Design of New Pedestrian Signals, subject to the attached fiscal year cash flow distribution schedules, and amendment of the Traffic Calming 5-Year Prioritization Program. 6.
