            The Authority's enabling legislation requires the preparation and adoption of an Annual Report by January of each year "on the progress to achieve the objectives of completion of the projects in the adopted county transportation expenditure plan" (Sec. 131303 of the Public Utilities Code).  Adoption of the Annual Report also ensures compliance with the annual reporting requirements in Section 2(d) of the Authority's Administrative Code.  The Annual Report will be presented at the meeting.

8.                  Amend the Strategic Plan and the 5-Year Prioritization Program for New and Upgraded Streets, and Allocate Prop K Funds to the Department of Public Works for the Great Highway Erosion Repair Project - ACTION resolution

The Department of Public Works (DPW) has submitted an urgent request for Prop K funds for the Great Highway. Winter storms have eroded over 30 feet of bluff reaching the Great Highway. The DPW believes that failure to protect the bluff from additional erosion would result in loss of the southbound travel lanes. The DPW has identified a short-term emergency repair to stabilize the toe and prevent further loss of public right-of-way and infrastructure.  The estimated cost is $2.9 million of which the Public Utilities Commission will contribute $1.5 million, and the DPW general funds will contribute $134,000.  The DPW has requested advancement of $1.33 million in Prop K funds to fill the funding shortfall. The 5-Year Prioritization Program (5YPP) for New and Upgraded Streets, adopted in November 2009, programs $638,000 in Prop K funds in Fiscal Year 2012/13 and 2013/14 for conceptual engineering studies for the related access and circulation projects. Our preliminary estimate is that approximately $1.3 million in Prop K funds would be available in Fiscal Year 2009/10. This would fully exhaust all Prop K funds for this project and would result in approximately $1.2 million in financing costs from the Great Highway Erosion Repair category. Advancing Prop K funds to accommodate this request will require an amendment to the Strategic Plan due to increased financing costs, and the 5YPP would need to be amended, as well. Due to the urgency of the project, we are putting this item on the agenda for Authority Board consideration. We received the allocation request on January 20 and are in the process of reviewing it. We will present the information at the Board meeting. This is an action item.
