Program $2.187 Million in State-Element American Recovery and Reinvestment Act Local Streets and Roads System Preservation Funds to the Department of Public Works for the Bush Street Pavement Renovation and Curb Ramp Construction Projects - ACTION* attachment enclosure At its May 12, 2009 meeting, the Plans and Programs Committee was briefed on the subject topic and after some discussion, moved the item to the full Board without recommendation so that the Department of Public Works (DPW) could clarify and address questions raised by the Committee regarding the prioritization methodology used to identify locations for its curb ramp program. At the May 19, 2009 Board meeting, representatives from DPW and the Mayor's Office on Disability will give a presentation to address the questions raised by the Plans and Programs Committee. We have also enclosed a copy of the Draft Proposition K 5-Year Prioritization Program for the Curb Ramps category, which among other things describes the City's process for prioritizing curb ramp locations (Section 4), and identifies locations funded from the Prop K curb ramps category to date (Appendix 1). We plan to bring this and other 5YPPs to the Authority Board for approval in September 2009 as part of the 2009 Strategic Plan update. 13. Amend the Standard Grant Agreement for the Municipal Transportation Agency's Balboa Park Station Area Plan (Resolution 06-03, Project Number 113.110001) to Revise the Scope, Schedule, Budget, and Funding Plan - ACTION* attachment 14. Appropriate $77,890 in Prop K Funds for the Urban Partnership Program Pre-Implementation Project, Subject to the Attached Fiscal Year Cash Flow Distribution Schedule, and Amendment of the Relevant 5-Year Prioritization Program - ACTION* attachment Items for Direct Board Consideration 15. Review of Strategic Analysis Report on Transportation Options for a Better Market Street - INFORMATION At the October 7, 2008 meeting of the Plans and Programs Committee, Commissioner Chris Daly requested that we initiate a Strategic Analysis Report (SAR) on the issue of auto restrictions on Market Street. At its February 24, 2009 meeting, the Authority Board approved the scope of work for the SAR through Resolution 09-37. As called for in the Authority's procedures governing the development of SARs, the draft SAR is normally brought to the committee on which the requestor sits for comments and guidance. In this case, given the interest of Board members, we are bringing the draft SAR directly to the full Board. This is an information item. Other Items 16.
