Elderly and Disabled Specialized Transit Program (49 U.S.C. Section 5310)

Call for projects for FY 2009 Apportionment

Program Purpose

The Section 5310 Program provides capital grants to assist private non-profit corporations and, under certain conditions, public agencies, to provide safe, efficient, and coordinated transportation services for elderly individuals and individuals with disabilities for whom public transportation is otherwise unavailable, insufficient, or inappropriate.

Available Funding and Local Match Requirement

The call for projects is for the state’s FY 2009 apportionment, which amounts to about $12.6 million in available funding. The minimum local match requirement is 11.47 percent of the project cost.

Eligible Recipients

The eligible subrecipients for Section 5310 funds are: a) private non-profit organizations; b) governmental authorities that certify to the chief executive officer of the State that no non-profit corporations or associations are readily available in an area to provide the service; and c) governmental authorities approved by the State to coordinate services for elderly individuals and individuals with disabilities.

Eligible Projects

Not all capital expenses listed in FTA Circular C 9070.1F, the Elderly Individuals and Individuals with Disabilities Program Guidance and Application Instructions, are considered eligible for the FY 2009 call for projects. The application instructions on the Caltrans website contain the list of eligible and ineligible projects.
