The Role of Shuttle Services in San Francisco

Strategic Analysis Report

The Shuttles Strategic Analysis Report (SAR) investigates the attributes and nature of shuttle services within San Francisco.

  • Who are the users, and who are the providers?
  • What are the benefits and impacts of shuttles?
  • Is there a need for regulation of shuttle operations as these services continue to grow?

Data collection for this report included interviews with and surveys of riders, employers and operators; field observations; interviews with other public agencies, and collection of third party data as necessary. The study team also conducted neighborhood outreach to areas that are being serviced by these shuttles to hear their input.
