16.              Adopt the 2008 Annual Report - ACTION* attachment

The Annual Report was presented at the January 27, 2009 meeting. The item was continued in order to allow additional time for review by Board members. No comments have been received. The Authority's enabling legislation requires the preparation and adoption of an Annual Report by January of each year "on the progress to achieve the objectives of completion of the projects in the adopted county transportation expenditure plan" (Sec. 131303 of the Public Utilities Code).  The Annual Report is not a policy document. It is a report by Authority staff on progress toward achieving Expenditure Plan objectives.  Adoption of the Annual Report is, therefore, not a statement of policy, but rather a ministerial action designed to ensure compliance with the annual reporting requirements in state law, also reflected in Section 2(d) of the Authority's Administrative Code.
