3. Recommend the Award of a Consultant Contract to Parsons, in the amount of $1,650,000, for Environmental Analysis and Preliminary Engineering for Bus Rapid Transit on Van Ness Avenue. - ACTION* (attachment )
In December 2006, the Authority Board appropriated $1.95M in Prop K funds to conduct the Van Ness Bus Rapid Transit (BRT) Environmental Analysis and Preliminary Engineering. In January, 2007, we issued a Request for Proposals for consultant services in environmental analysis and preliminary engineering. Consultant proposals were due to the Authority on February 28, and we received two responsive bids on that date. After a preliminary review and scoring of proposals, both firms were invited to interview in early March. To assist with the consultant selection, we assembled a review panel comprised of representatives from MTA’s long range planning and engineering divisions and the Authority. Based on a competitive selection process, the panel recommends award of a consultant contract to the Parsons team for environmental analysis and preliminary engineering services. The CAC unanimously adopted a motion of support for the award of a contract to the top-ranked firm emerging from this competitive selection process at its February 28 meeting. We are seeking a recommendation to award a consultant contract to Parsons, in the amount of $1,650,000 for the Van Ness Environmental Analysis and Preliminary Engineering.
4. Recommend Award of a One-Year Congestion Management Program Level-of-Service Monitoring Services Contract, with Two Additional Two-Year Options to Extend, to Carter & Burgess, Inc. in an Amount Not to Exceed $100,000 – ACTION* (attachment )
As the Congestion Management Agency (CMA) for San Francisco, the Authority is responsible for developing and adopting a Congestion Management Program (CMP), which must be updated every two years. In support of the 2007 Congestion Management Program Update, the Authority will collect roadway level-of-service data on all CMP-designated segments countywide. On February 23, 2007, the Authority issued a Request for Proposals (RFP) for Level-of-Service Monitoring Professional Services. Three firms submitted bids by the proposal deadline of March 9, 2007, and two were considered responsive. Both firms were interviewed by a three-member panel, consisting of representatives from the Authority and the Municipal Transportation Agency. Based on the competitive process as outlined in the request for proposals, the panel recommended award to Carter & Burgess, Inc. We are seeking a recommendation to award a one-year Congestion Management Program level-of-service monitoring services contract, with two additional two-year options to extend, to Carter & Burgess, Inc. in an amount not to exceed $100,000.
