Background

Strategic Analysis Reports (SARs) are designed to inform policy-level decision-making by the Authority Board. Each SAR includes a review of relevant plans and studies, and a strategic analysis of key issues. Technical discussion is condensed, and only the facts essential to outline the policy-level issues are included. In accordance with the Authority's Board-adopted SAR procedures, Draft SARs are first presented to the Committee on which the requesting Commissioner sits. Thereafter, the report is made available for public review and comment. Final draft SARs are presented to the Citizen's Advisory Committee, Plans and Programs Committee and Authority Board for approval.
