BackgroundLed by the San Francisco County Transportation Authority in partnership with several agencies from both sides of the San Francisco/San Mateo county line, the Bi-County Transportation Study aims to evaluate potential transportation improvements needed to address significant current and anticipated land use growth on both sides of the border. The magnitude and timeframe of developments and the different transportation and land use patterns in multiple jurisdictions call for cooperative multi-agency planning. This Study seeks to update a similar effort from 2001. Since that time, land use proposals have been clarified on both sides of the county line, and development projects have advanced, making it necessary to revisit and update the earlier analysis. Study ObjectivesThe Bi-County Study Team will engage stakeholders and governmental bodies to collectively assess transportation impacts and needs in the project area. The objectives of the Study are to: – Identify a multimodal package of transportation improvements that addresses regional and local needs; – Develop cost estimates for the top-priority major infrastructure projects, needed transit services, and local circulation and access projects; and – Establish a funding and implementation strategy that considers appropriate levels of contributions from public and private sources as well as a coordinated leveraging strategy to capture discretionary funds. The Bi-County Transportation Study will serve as a vehicle for regional discussion and coordination as large transportation and development projects move forward. The Study will also provide policy guidance for ensuring that existing communities are well connected to improved transit services, new neighborhoods, and developing economic centers. Study Scope– Existing Conditions and Needs - Assess current infrastructure and status of development proposals. Identify transportation deficiencies and anticipated investment needs. – Public Outreach - Develop outreach plan and sustain engagement with key stakeholders and community groups. Evaluate input and incorporate public participation into Study recommendations. – Planning Principles - Formulate a set of guidelines for use in the planning and design of transportation and land use projects in the area to ensure compatibility with community goals. – Land Use Scenarios and Transportation Alternatives - Identify and model multiple infrastructure alternatives and growth scenarios for the mid- and long-term, including transit-oriented development. Develop evaluation criteria for use in analysis. – Project Cost Estimates - Produce preliminary cost estimates for projects and strategies identified in assessment of transportation alternatives. – Financial & Implementation Plan and Final Report - Identify high-performing infrastructure projects, funding strategies and schedule, and recommendations/next steps. Publish final report detailing analysis and investment plan.
