Background

In 2006, the Authority, in cooperation with a technical group including consultants, City agencies, advocates and industry experts, made significant headway on phase 2 of the effort to develop an alternative to automobile Level of Service (LOS) as the City's measure for transportation impacts under the California Environmental Quality Act (CEQA.)
