BackgroundThe California Government Code mandates the development of a Congestion Management Program (CMP) for each county in the state to manage the effects of land use decisions on the transportation system, and vice versa. It requires that all elements of the CMP be monitored at least biennially by the designated Congestion Management Agency (CMA) to determine if the county and city governments, known as Member Agencies, conform to the CMP. The San Francisco County Transportation Authority (SFCTA) is the designated CMA for San Francisco County, and therefore is responsible for CMP monitoring. 2007 congestion management program report:The Authority's Citizens Advisory Committee reviewed the Draft 2007 CMP and recommended approval at the CAC meeting on September 26, 2007. The Draft 2007 CMP went before the Authority's Plans & Programs Committee at a public meeting on October 16, 2007. The Plans & Programs Committee recommended approval of the 2007 CMP. Roadway Level of Service (LOS) MonitoringAlso as part of the CMP, average auto speeds on the Congestion Management Network were monitored in May of 2004. Level of Service (LOS) ratings range from A to F. LOS A represents free flow conditions. LOS F represents heavy congestion. The 2007 Monitoring Report is included in the 2007 CMP as Appendix IV, above.
