BackgroundAs the Congestion Management Agency (CMA) for San Francisco, the San Francisco County Transportation Authority (Authority) is responsible for developing and adopting a Congestion Management Program (CMP) for San Francisco on a biennial basis. The CMP is the principal policy and technical document that guides the Authority's CMA activities and demonstrates conformity with congestion management law. The Authority Plans and Programs Committee will consider recommending approval of the 2009 CMP update at the Committee's December 8, 2009 meeting. Review the the Draft 2009 CMP:

2007 CMPThe Authority's Citizens Advisory Committee reviewed the Draft 2007 CMP and recommended approval at the CAC meeting on September 26, 2007. The Draft 2007 CMP went before the Authority's Plans & Programs Committee at a public meeting on October 16, 2007. The Plans & Programs Committee recommended approval of the 2007 CMP. The Authority Board approved the 2007 CMP Report on October 30, 2007. Review the 2007 CMP report:
Roadway Level of Service (LOS) MonitoringAlso as part of the CMP, average auto speeds on the Congestion Management Network were monitored in May of 2004. Level of Service (LOS) ratings range from A to F. LOS A represents free flow conditions. LOS F represents heavy congestion. The 2007 Monitoring Report is included in the 2007 CMP as Appendix IV, above.
