Interested Parties

You are invited by the San Francisco County Transportation Authority (the Authority) to submit a proposal for a contract to perform level of service (LOS) monitoring services for the biennial Congestion Management Program Update.

Proposals must respond to the specific activities described in Section III of this Request for Proposals. (RFP) The proposal process, terms and conditions will be in strict accordance with the requirements and guidance contained herein.

 

A bidders' conference was held at 2 p.m. on March 2, 2007. Authority staff were available to answer questions on the workscope and Authority requirements and policies. Written questions were also submitted on or before March 5, 2007 at 10 a.m. The answers to questions and addenda are available below.

All letter proposals/bids must be in writing, sealed and be received and time-stamped at the Authority’s offices no later than 2 p.m. on Friday, March 9, 2007

LOS Monitoring Pre-Proposal Questions

Question Answer
Is there a GIS map or shapefile available which describes the CMP segments? Yes, this ArcMap shapefile will be made available on the Authority website on Monday March 5th .
Is there a format or suggestion for how the seven pages should be used? No, the cover letter and proposal contents can be in any format or combination, as long as they meet the seven page limit. Page five of the RFP states which attachments are not part of the seven page limit.
Does the Authority usually have a DBE requirement? The Authority usually has a 25% DBE participation goal. For this procurement, there is no DBE goal.
What is the target date to have everything complete?

The Authority would prefer to have all data collection complete before the Memorial Day holiday weekend, but given the late procurement we understand this may need to be flexible. The data collection has been specified in tiers, in order to acquire data on some critical segments earlier than others.

Will there be shortlisting and/or interviews? Any proposals that score lower than 70 points total will not be interviewed. All proposals that score 70 points or higher will be invited to interview.
Who did previous LOS monitoring data collection? Kimley Horn & Associates performed the LOS monitoring work for the past two LOS cycles.
Will this contract be re-bid for the next cycle? This contract may be renewed for up to two additional cycles after the 2007 data collection, if the Authority is satisfied with the work performed.
Has the Authority previously contracted for multi-year data collection efforts? No, this is the first time the Authority has considered renewal for multiple years.
How many people will be on the selection panel? Three, two from the Authority and one from an outside agency such as MTA.
Besides congestion monitoring, will this data be used for other purposes? Yes, the Authority uses the LOS monitoring data to assist in travel model calibration, for the Mobility and Pricing Study, and for various other planning studies underway. The only requirement, however, is that the data be satisfactory for LOS monitoring purposes as described in the RFP.
When will the data collection start? Data collection should begin in April and continue through June. We'd prefer to finish data collection by Memorial Day but understand that weather, construction, and the procurement timeframe may require June collection.
What information is available regarding construction activity? In previous years, the Authority has received a list of construction project schedules from MTA and forwarded that list to the consultant team. This will be our approach for this effort as well.
If an LBE firm is part of a team proposal, will the cost reduction be proportional to the LBE firm's contribution? Yes.
Please clarify the total freeway segment mileage. 32 miles, not 19 miles.  There was a mistake in the ITB
Would you prefer to also receive the auto speed data in a GIS format? Yes.
