Applications are due to Caltrans, either postmarked or delivered to the District 4 office in Oakland, by 5:00pm, January 11, 2008. For grants where MTC is the only eligible Bay Area applicant, project sponsors must submit a request for MTC to apply for the grant on their behalf. This request must be sent to MTC by 5:00pm, December 5, 2007. More details on how to apply as a sub-recipient are provided below. Caltrans Transportation Planning Grants are intended to promote strong and healthy communities, economic growth, and protection of our environment. These planning grants support closer placement of jobs and housing, efficient movement of goods, community involvement in planning, safe and convenient pedestrian and bicycle mobility and access, smart or strategic land use, and commute alternatives. The final results of these grants should lead to the adoption, initiation, and programming of transportation improvements that improve mobility, access, and economic vitality. As in previous years, the Caltrans Planning Grant program is divided into six unique categories: • Environmental Justice: Context-Sensitive Planning • Community-Based Transportation Planning • Partnership Planning • Transit Planning (FTA Section 5304) -Statewide Transit Planning Studies -Transit Technical Planning Assistance -Transit Professional Development Each Transportation Planning Grant program has program-specific purposes and is intended to address local needs and issues. Transportation Planning Grant proposals should also incorporate broader goals and reflect attributes that are desired throughout the transportation system. Eligible sponsors The following types of organizations are eligible to apply for Environmental Justice or Community-Based grants: • Metropolitan Planning Organizations and Regional Transportation Planning Agencies • Cities and Counties • Transit Agencies • Native American Tribal Governments The following may apply only as a sub-recipient: • Universities and Community Colleges • Community-Based Organizations • Non-Profit Organizations (501.C.3) • Public Entities The following types of organizations are eligible to apply for Partnership Planning grants and the three categories of Transit Planning grants: • Metropolitan Planning Organizations and Regional Transportation Planning Agencies (Projects are to be performed jointly with Caltrans staff.)
