Funding - ACTION* (attachment)

Proposition 1B, a $19.9 billion statewide transportation infrastructure bond, was approved by California voters on November 7, 2006. The legislation establishing the bond measure prescribed a number of fund categories. Some of those categories are formula-based; others are competitive and will be allocated at the discretion of the California Transportation Commission (CTC), Caltrans, and the State Legislature. The passage of Propositions 1B has created an opportunity to advance many important transportation projects, though the total amount provided by the bond still falls significantly short of the transportation funding needs of the state. To be an effective competitor for bond funds, San Francisco must adopt a strategy identifying eligible projects and fund targets for each category. While detailed eligibility and selection criteria for the majority of the competitive fund categories will be established through trailer bills in the upcoming session of the Legislature, the bond legislation mandates a very rapid project selection process for the $4.5 billion Corridor Mobility Improvement Account (CMIA). By December 1, 2006, the Authority must nominate projects and submit the nomination resolution to the Metropolitan Transportation Commission (MTC). MTC will assemble a regional CMIA nomination list and submit it to the CTC by January 15, 2007. We are seeking a recommendation to adopt a San Francisco strategy for Proposition 1B State Transportation Infrastructure Bond funding, as presented.
