The Authority's annual call for Prop K projects allows project sponsors to incorporate the level of Prop K funding in their annual budget processes, and to put into place the staff and other resources necessary to deliver Prop K projects and programs. This is the third and final round of annual applications for Fiscal Year 2006/07. Eleven of the requests would provide the City's local match share to projects and programs included in Caltrain's Fiscal Year 2006/07 capital budget. The other requests include a controller upgrade project to improve travel time for the J line, a MUNI overhead system rehab project, a second allocation for DPW's sidewalk repair program, accessible pedestrian signals in the Third Street corridor, and DPW's Broadway Streetscape – Phase II, for which the Authority has an existing commitment to allocate the requested funds. Subject to funding availability, project sponsors that can demonstrate need and project readiness can also receive allocations for individual projects and programs during the year, after the annual call for applications. Attachment 1 summarizes the applications received, which have a combined request of $3.916 million in Prop K funds. Attachment 2 provides highlights of each project, associated Five Year Prioritization Program (5YPP) amendments, and other information that may impact scope, schedule or budget. We have invited project sponsors to attend the meeting to answer any questions that the Committee may have. We are seeking a recommendation to allocate $3,916,419 in Prop K funds, with conditions, for 16 annual requests, subject to the attached Fiscal Year Cash Flow Distribution Schedules, and associated 5YPP amendments.

5. Recommend Selection of Alternative 5, Presidio Parkway, with Specified Design Options, as the Preferred Alternative to Be Identified Within the Final Environmental Impact Statement/Report for the South Access To The Golden Gate Bridge: Doyle Drive Replacement Project.– ACTION* (attachment)

The Authority is the lead agency for development of preliminary engineering and preparation of a federal environmental impact statement and California environmental impact report (EIS/R) for the replacement of the South Access to the Golden Gate Bridge : Doyle Drive . The Doyle Drive Draft Environmental Impact Statement and Report (DEIS/R) was completed and circulated for public comment in December 2005. The DEIS/R evaluates three project alternatives and related design options: Alternative 1, No-Build; Alternative 2, Replace and Widen; and Alternative 5, Presidio Parkway . The Doyle Drive CAC Subcommittee, the Doyle Drive Executive Committee and the Authority CAC all held meetings in July 2006 to consider recommendations for a preferred alternative and design options. All three groups have made identical recommendations for selection of the Presidio Parkway and design options. We are seeking a recommendation for selection of Alternative 5, Presidio Parkway, with specified design options, as the Preferred Alternative to be identified within the Final Environmental Impact Statement/Report for the South Access to the Golden Gate Bridge: Doyle Drive Replacement Project.

6. Status Report on the Third Street Light Rail Project - ACTION* (attachment)

This is a status report on the Third Street Light Rail Project. The focus of construction activities continues on Segment J and the Metro East Maintenance Facility ( MME ). As of July 31, 2006, the project had spent approximately 79% of the total budget, including soft costs, and overall construction was 76% complete. All line segment contracts have reached substantial completion with the exception of Segment J (Station Finishes and Project-wide Systems), which is scheduled to complete in October 2006. If only the line segments are considered and the Metro East Maintenance Facility (MME) is excluded, the degree of construction completion rises to 94%. On August 21, MTA Construction turned over the line segments to MTA Operations for operation readiness exercises and training. MTA's operator signup process, which is on the critical path for start of revenue service, has slipped by approximately one month, resulting in a delay to the start of operator training. With the completion of structural steel erection on August 31, the MME is 37% complete. On September 1, the Fourth Street Bridge opened to all traffic; DPW and the contractor have convened a dispute resolution board. Limited passenger service will commence on January 7, 2007, and full revenue service will start on April 7, 2007. Work on Preliminary Engineering for the Central Subway is now 33% complete; MTA submitted the New Starts report on August 18. This is an information item.
