Adopt a Motion of Support for the Allocation of $3,922,419 in Prop K Funds, with Conditions, for 16 Annual Requests, Subject to the Attached Fiscal Year Cash Flow Distribution Schedules, and Associated 5-Year Prioritization Program Amendments – ACTION* (attachment) (applications) The Authority's annual call for Prop K projects allows project sponsors to incorporate the level of Prop K funding in their annual budget processes, and to put into place the staff and other resources necessary to deliver Prop K projects and programs. This is the third and final round of annual applications for Fiscal Year 2006/07. We are presenting them to the CAC for input and action in July, so that the Board may consider approving the request in September following August recess. Eleven of the requests would provide the City's local match share to projects and programs included in Caltrain's Fiscal Year 2006/07 capital budget. The other requests include a controller upgrade project to improve travel time for the J line, a MUNI overhead system rehab project, a second allocation for DPW's sidewalk repair program, accessible pedestrian signals in the Third Street corridor, and DPW's Broadway Streetscape – Phase II, for which the Authority has an existing commitment to allocate the requested funds. Subject to funding availability, project sponsors that can demonstrate need and project readiness can also receive allocations for individual projects and programs during the year, after the annual call for applications. Attachment 1 summarizes the applications received, which have a combined request of $3.92 million in Prop K funds. Attachment 2 provides highlights of each project, associated 5YPP amendments, and other information that may impact scope, schedule or budget. We have invited project sponsors to attend the meeting to answer any questions that the CAC may have. Adopt a Motion of Support for Selection of a Preferred Alternative to Be Identified Within the Final Environmental Impact Statement/Report for the South Access To The Golden Gate Bridge : Doyle Drive Replacement Project Based Upon Recommendations to Be Presented at the CAC Meeting – ACTION* (attachment) (Doyle Workbook) The Authority is the lead agency for development of preliminary engineering and preparation of a federal environmental impact statement and state environmental impact report (EIS/R) for the replacement of the South Access to the Golden Gate Bridge : Doyle Drive . The purpose of the project is to improve the seismic, structural, and traffic safety of the roadway within the setting and context of the Presidio of San Francisco. Originally constructed in 1936 with narrow lanes, no median, and no shoulders, Doyle Drive is approaching the end of its useful life. The Doyle Drive Draft Environmental Impact Statement and Report (DEIS/R) was completed and circulated for public comment in December 2005. The DEIS/R evaluates three project alternatives: Alternative 1, No-Build; Alternative 2, Replace and Widen; and Alternative 5, Presidio Parkway . The Doyle Drive CAC Subcommittee considered recommendations for a preferred alternative on July 18, 2006 and cooperating agencies are to recommend a preferred alternative on July 25, 2006. Authority staff will consider the results of these meetings and make recommendation to the CAC at its July 26, 2006 meeting. We are seeking a motion of support for selection of a preferred alternative to be identified within the Final Environmental Impact Statement/Report for the South Access to the Golden Gate Bridge: Doyle Drive Replacement Project based upon recommendations to be presented at the CAC meeting. 6:50 Finance and Administration 6. Approve a Motion of Support for the Award of a Consultant Contract to the Top-Ranked Firm as Scored by the Selection Panel for the Congestion Pricing Feasibility Study – ACTION* (attachment) In January 2006, the Federal Highway Administration notified the Authority of a $1 million grant to conduct a Congestion Pricing Feasibility Study. In May, 2006, we issued a Request for Proposals for consultant services in transportation planning in parallel with other grant start-up activities. Consultant proposals were due to the Authority on July 5, and we received five responsive bids on that date. Based on a preliminary review and scoring of proposals, four firms were invited to interview in late July. In order to assist with the consultant selection, we assembled a review panel comprised of representatives from MTA, the Alameda County Congestion Management Agency and the Authority. Based on a competitive selection process, the panel will make a recommendation for award of consultant contract prior to the September Finance Committee and possibly before the July 26 CAC meeting. We would like to request CAC consideration of a motion to support award of a consultant contract to the recommended firm, so that we may seek Finance Committee and Authority Board approval in September. We are seeking a motion of support for award of a consultant contract to the top-ranked firm as scored by the selection panel for the Congestion Pricing Feasibility Study. 7:15 Other 7. Status Report on the Third Street Light Rail Project – ACTION* (attachment) This is a status report on the Third Street Light Rail Project. The focus of construction activities continues on Segment J and the Metro East Maintenance Facility ( MME ). As of May 31, 2006, the project has spent approximately 76.2% of the total budget, including soft costs. As of the end of the reporting period, overall construction was 72.7% complete. With segment A (Fourth St. Bridge) achieving substantial completion in May, and segment C (Central Waterfront) achieving substantial completion on July 15, most segments are complete or substantially complete with the exception of segment J (Station Finishes and Project-wide Systems). Work continues on the startup testing and certification process, with slow-speed testing taking place along the whole corridor. In parallel, work is also progressing with the operator sign-up and training processes. MTA is projecting turnover of the alignment to Operations for operator training on August 21, 2006. Limited passenger service will commence on January 7, 2007, and full revenue service will start on April 7, 2007. MTA started the CER for the Southern Terminal on June 1, 2006.
