The Authority's Personnel Manual calls for a periodic review of the Authority job classification structure, to adjust job classifications and descriptions, compensation and benefits, as appropriate. The Authority job classification structure was last evaluated during FY2002/03, and approved through Board Resolution 03-53 on March 25, 2003. Consistent with the Authority's procurement policies and after completing a competitive request for proposal process, the Executive Director awarded a contract to HAP Consulting Services to review job descriptions, and provide an employee compensation and benefits survey for the currently authorized Authority positions. As a result of this study, which incorporated data gathered from 20 public sector agencies, HAP Consulting Services recommended the changes to the job classification structure described in this memorandum. Adoption of the revised job classification structure does not have immediate budgetary implications because salary increases are only granted for performance, not for inflation or as blanket increases for cost of living expenses. Furthermore, funding for new positions is subject to the Authority's annual budget approval process. We are seeking a recommendation to approve the revised job classification structure.

4. Recommend Establishing a Transportation Planner position in the Programming and Legislation Section and a Senior Transportation Planner position in the Planning Section -ACTION* (attachment)

On June 15, 2004 through Resolution 04-76, the Authority Board authorized the Executive Director to undertake an agency restructuring and reorganization to effectively meet the expanded responsibilities delegated to the Authority as a result of the voters' passage of Prop K in November 2003. Since that time, the Authority's overall work program has grown beyond what was anticipated. The Planning Section has been asked to deliver additional Neighborhood Transportation Plans and Strategic Analysis Reports, and provide necessary planning support for the increased activities within the Capital Projects and Programming & Legislation sections. The Programming & Legislation section has been charged with the added responsibilities of managing an increasing number of federally-funded programs while continuing to develop and implement more proactive and sophisticated strategies to ensure transportation funds come to and remain in San Francisco, and managing the Prop K Strategic Plan program, with a significant level of financing that requires dynamic tracking of programming, allocations and cash flow monitoring to minimize capital financing costs. We are proposing establishing a Senior Transportation Planner position in the Planning Section and a Transportation Planner position in the Programming and Legislation Section to meet the challenges of this expanding work program. We are seeking a recommendation to establish a Transportation Planner position in the Programming and Legislation Section and a Senior Transportation Planner position in the Planning Section.

5. CLOSED SESSION: Public Employee Performance Evaluation - ACTION

The Authority will hold a closed session under Gov. Code 54957 concerning the annual evaluation of performance of the Executive Director.

OPEN SESSION: After the closed session, the Chair shall report the vote taken on any motion in the closed session.

6. Recommend Annual Compensation and Adopt Performance Objectives for the Executive Director for FY 2006/07 – ACTION* (attachment)

According to the Authority's Administrative Code, the Authority must fix the compensation of the Executive Director by June 30 of each year. The Board adopted a compensation schedule for the Executive Director in 2002, pursuant to a regional survey, and fixed his compensation at step 6 in 2005. The Authority´s compensation policy, as adopted by the Board, does not automatically grant cost of living adjustments. The only increase in compensation for the Executive Director is through the step process. Pursuant to the performance evaluation, the Committee is asked to recommend a step to fix the Executive Director´s compensation for FY 2006/07
