Recommend Approval of a One-year Personal Services Contract with Ian Moore to Provide Capital Project Engineering and Management Support, in an Amount Not to Exceed $86,500 – ACTION* (attachment) Ian Moore was recruited as a full-time employee to fill the Authority's Senior Engineering Project Manager position in Winter 2005. He has significant expertise in bicycle and pedestrian facility design, as well as knowledge of multi-modal street design issues and experience in community-based planning. He assists with the day-to-day management of several transportation planning efforts including the South of Market Bicycle Lane Study (2 nd , 5 th and Townsend Streets), the 19 th Avenue Neighborhood Transportation Plan, and the Market Street Ventilation Grate Bicycle Safety Study. For personal reasons, Mr. Moore is seeking additional schedule flexibility. After careful consideration, we have concluded that a contractual relationship would be the most appropriate arrangement, allowing us to retain his valuable services as project manager while providing him with additional flexibility. The arrangement is cost neutral for the Authority. He will retain all technical, management and oversight responsibilities for bicycle and pedestrian safety projects led by the Authority. This will ensure continuity in his project relationships with Caltrans, City agencies, the San Francisco advocacy community, and other contractors to the Authority working on projects that he is managing. We are seeking a recommendation to approve a 1-year personal services contract with Ian Moore , to provide capital projects engineering and management support, in an amount not to exceed $86,500, with two one-year extension options. 4.
