Approval of Minutes of the November 16, 2004 Meeting – ACTION* (attachment 1) 3. Citizens Advisory Committee Report – INFORMATION* 4. Recommend Appointment of Two Members to the Citizens Advisory Committee – ACTION* (attachment 2) The Authority has an eleven-member Citizens Advisory Committee (CAC). CAC members serve two-year terms. Per the Authority's Administrative Code, the Plans and Programs Committee recommends and the Authority Board appoints individuals to fill any CAC vacancies. Neither Authority staff nor the CAC make any recommendations on CAC appointments, but we maintain an up-to-date database of applications for CAC membership. A chart with information about current CAC members is attached, showing ethnicity, gender, neighborhood of residence, and affiliation. There are two vacancies on the CAC requiring Committee action. The first vacancy was created with Amy Chow's resignation from the CAC. The second vacancy will be created when Benjamin Tom's term expires after the December 8, 2004 CAC meeting. The recommendation is to appoint two members to the Citizens Advisory Committee. 5. Recommend Approval of an Amendment to the Central Freeway Replacement Project Budget to Redirect $40,000 to the Design Competition – ACTION* (attachment 3) San Francisco's portion of the Central Freeway Replacement project is paid for by the sale of land parcels formerly occupied by the freeway that are not needed for the construction of Octavia Boulevard. Some parcels have been sold to the Redevelopment Agency to be developed for affordable housing. The remaining parcels will be sold through a public auction. In a joint effort to maximize the sales price for these parcels, and generate creative housing ideas for six uniquely-sized sites fronting Octavia Boulevard, the San Francisco Redevelopment Agency and the Mayor's Office of Economic Development are sponsoring a design competition in cooperation with the Hayes Valley Neighborhood Association, San Francisco Planning and Urban Research, the San Francisco Chapter of the American Institute of Architects, and San Francisco Beautiful . The design competition will enhance the awareness of all parcels and increase the value of the parcels. As a result of favorable bid openings and other savings, the project's share, totaling $40,000, can be redirected from the current project budget. The cost of this competition is anticipated to be over $100,000, with remaining funding coming from the Redevelopment Agency and private contributions. We are recommending approval of an amendment to the Central Freeway Replacement project budget to redirect $40,000 to the design competition. 6. BART Earthquake Safety Bond Presentation – INFORMATION* (attachment 4) Proposition AA on the November ballot was a $980 billion BART bond measure focused on seismic safety improvements to the BART system, including the Transbay Tube. The measure passed by more than the required 2/3 (combined) vote in the three BART district counties: San Francisco, Alameda and Contra Costa. As promised, at the December Plans and Programs Committee meeting BART staff will give a presentation on the bond, highlighting the projects covered by the program. This is an information item. 7. Third Street Update – INFORMATION* (attachment 5) This is a status report on the Third Street Light Rail Project. Construction activities are currently ongoing throughout the entire corridor. As of October 31, 2004 the project has spent approximately 59% of the total budget, including soft costs. With construction 54% complete, various contracts are approaching completion. All contracts are currently within budget and most of them are scheduled to complete in time to support the planned revenue service date of November 2005. Issues with Segments A, C, and J have the potential of affecting revenue service if not addressed in a timely manner. Bids for MME came in higher than anticipated. MUNI is evaluating options. As of the end of September, total local hires for the corridor reached 196. Efforts continue to address environmental concerns along Third Street, and MUNI continues to publish its air monitoring results. During September 2004, 91% of the tests were below the action threshold. Completion of the rail line is scheduled for the end of 2005 with the Metro East Facility contract completion expected in 2007. This is an information item. 8.
