At its January 31 meeting, the Authority Board was briefed on this item and after substantial discussion, decided to continue the item at the call of the chair.  In June 2010, through approval of Resolution 10-76, the Authority Board recommended the programming of $4.846 million in federal Surface Transportation Program (STP) funds to the Department of Public Works (DPW) for the Second Street Streetscape project through the Congestion Management Agency (CMA) Block Grant program. The Second Street project was envisioned to deliver several major upgrades to the Second Street corridor between Market Street and King Street, including street resurfacing, bike lanes, traffic signal infrastructure upgrades, street trees, and pedestrian safety improvements focused on the southern portion of the corridor between Bryant Street and King Street. The DPW has reported that the project faces significant public opposition indicating the need for additional planning and public outreach before the project can proceed with implementation. The bike facility on Second Street between Market Street and King Street was the only project approved in the San Francisco Bike Plan Environmental Impact Report (June 2009) that was not subsequently approved by the San Francisco Municipal Transportation Agency (SFMTA) Board due to community concerns over the then proposed design. However, according to DPW and SFMTA staff, the last community outreach for the Second Street bike facility was conducted in December 2009. Consistent with regional timely use of funds requirements that apply to CMA Block Grant projects, by February 1, 2012, the DPW must submit to Caltrans a request for authorization to proceed with construction, and obligate all federal funds by April 30, 2012.  The DPW will not be able to meet these deadlines and has proposed reprogramming the $4.846 million in federal funds to three projects: Cesar Chavez Streetscape, Second Street SFgo Signal Upgrades, and Market/Haight Street Transit and Pedestrian Improvements. Two of these projects have cost increases and one is a new project.  Due to the urgency of the reprogramming action, to avoid the loss of funds to San Francisco, we are bringing this item directly to the Authority Board for consideration. We are seeking an action to reprogram $4.846 million in 2010 CMA Block Grant funds from the DPW's Second Street Streetscape Project to the Cesar Chavez Streetscape Project, the Second Street SFgo Signal Upgrades Project and the Market/Haight Street Transit and Pedestrian Improvements Project.
