The San Francisco County Transportation Authority (Authority) is pleased to announce a call for projects for approximately $1.21.13 million in Lifeline Transportation Program (LTP) Job Access and Reverse Commute (JARC) funds.

Background

The LTP was established by the Metropolitan Transportation Commission (MTC) to improve mobility for low-income communities by funding capital and operating projects that:

  • Evolve out of a collaborative and inclusive planning process
  • Address gaps or barriers identified through community-based transportation plans, welfare-to-work plans or other documentation of need
  • Improve a range of transportation choices for low-income persons

On December 21, 2011, MTC adopted LTP guidelines and fund estimate for Cycle 3. San Francisco's share of the funds for the three-year cycle totals $17.0516.99 million, split between four different fund sources: JARC, State Transit Assistance (STA), and Surface Transportation Program (STP) funds, which were assigned to Congestion Management Agencies (CMAs) for programming; and Prop 1B funds, which were assigned directly to transit operators.  (Contact information of transit operators that operate in SF is listed under For More Information.) 

This call for projects is for the $1.21.13 million in JARC funds only (see the memo or Attachment A for more detail).

Eligible Project Sponsors

Transit operators, state or local public agencies, and non-profits are eligible to receive JARC funds. Non-FTA recipients (e.g. non-profits and some public agencies) must enter into funding agreements with MTC or direct FTA recipients (e.g. transit operators) prior to the grant award. Private for-profit entities are not eligible.

Eligible Project Types

JARC funds can support both capital and operating projects that improve access to employment and related activities for low income populations, as derived from MTC's Coordinated Public Transit-Human Services Transportation Plan. Inter-county projects can also be funded.

Community-Based and Low-Income Transportation Plans

JARC projects must be derived from the regionally adopted Coordinated Public Transit-Human Services Transportation Plan. In addition, projects should directly address transportation gaps and/or barriers identified through San Francisco CBTP processes or other substantive local planning efforts involving focused outreach to low income populations. We will also consider projects included in countywide or regional welfare-to-work transportation plans or another documented assessment of needs within the designated Communities of Concern (see Attachment D for definitions), which are areas that MTC has specifically, but not exclusively, targeted for the LTP funds. Findings emerging from aforementioned planning efforts may also be applied to other low-income areas, or otherwise be directed to serve low-income constituencies within the county.
