Recommend Adoption of San Francisco's Project Priorities for the 2012 Regional Transportation Improvement Program - ACTION* attachment enclosure As Congestion Management Agency for San Francisco, every two years the Authority is responsible for establishing project priorities for San Francisco's county share funds from the State Transportation Improvement Program (STIP), subject to approval by the Metropolitan Transportation Commission (MTC) through its Regional Transportation Improvement Program (RTIP) process. The 2012 STIP fund estimate adopted by the California Transportation Commission (CTC) contains $13.114 million in new funds for San Francisco over the five-year STIP period covering Fiscal Years 2012/13 through 2016/17. That amount includes $10.912 million in Regional Improvement Program (RIP) funds and $2.202 million in Transportation Enhancements (TE) funds. Our recommendation for San Francisco's 2012 RTIP priorities is shown in Attachment 3. The Authority Board previously adopted an RIP funding strategy committing over $240 million RIP funds to four high priority San Francisco projects: Presidio Parkway, Central Subway, Caltrain Electrification and Caltrain Downtown Extension to a Rebuilt Transbay Terminal (Attachment 1). In March 2011, through Resolution 11-47, the Authority Board designated the Presidio Parkway project as its top RIP priority until the remaining $44.8 million commitment to the project is fulfilled in order to support financial close of the public private partnership agreement for Phase 2 of the project. TE funding is intended to support projects such as bicycle and pedestrian facilities, safety and educational activities, landscaping and scenic beautification, and historic preservation. Of San Francisco's TE amount, half is designated for a MTC TE reserve and half ($1.101 million) is available for new San Francisco TE projects. On August 4, 2011, we issued a call for projects. By the September 7 due date, we received three requests totaling $1.4 million (Attachment 4). We evaluated applications using the eligibility criteria shown in Attachment 5 and the screening and prioritization criteria shown in Attachment 6. Our staff recommendation for TE programming is summarized in Attachment 7. We are seeking a recommendation to adopt San Francisco's project priorities for the 2012 RTIP. 5. Recommend Amendment of the Prop K Bicycle Circulation and Safety 5-Year Prioritization Program - ACTION* attachment The voter-approved Prop K Expenditure Plan requires that each programmatic category develop a 5-Year Prioritization Program (5YPP) that is adopted by the Authority Board as a prerequisite for receiving Prop K allocations. This requirement applies to 21 programs such as bicycle circulation and safety, street resurfacing, and transit enhancements. The 5YPPs are intended to provide a strong link between project selection and expected project performance, and to support on-time, on-budget project delivery, and timely and competitive use of federal, state, and regional matching funds. Key elements of 5YPPs include a prioritization methodology and a 5-year program of projects with scope, schedule, cost and funding information. The current Bicycle Circulation and Safety 5YPP was developed and approved during the injunction against the San Francisco Bicycle Plan. Because of the uncertainty of the duration of the injunction, a large amount of funds programmed to the San Francisco Municipal Transportation Agency (SFMTA) were left unspecified for future bicycle design and implementation projects. Currently, the SFMTA has completed over half of the projects included in the San Francisco Bicycle Plan. Starting in May 2011, SFMTA and Authority staffs, in conjunction with the other eligible sponsors in this category (i.e., BART, Caltrain and the Department of Public Works), and with input from the Bicycle Advisory Committee and bicycle advocates, have worked towards programming most of the remaining funds in the 5YPP to specific projects consistent with the prioritization methodology in the 5YPP. This strategy supports a steady stream of bicycle project development, as well as ensures the best use of local funds and leveraging of regional, state and federal funds. The proposed revised 5YPP (Attachments 4 and 5) flags several areas where information is pending from the SFMTA. The 5YPP still has $400,000 in Prop K funds programmed as a placeholder to match upcoming discretionary grants. The 5YPP conditions the allocation of these funds upon the SFMTA annually presenting to the Authority Board its prioritized project list for use of that year's placeholder Prop K funds at least one Board meeting cycle prior to allocation of funds. We are seeking a recommendation to amend the Prop K Bicycle Circulation and Safety 5YPP. 6. Recommend Allocation of $4,132,911 in Prop K Funds, with Conditions, for Ten Requests, Subject to the Attached Fiscal Year Cash Flow Distribution Schedules, and Amendment of the New and Upgraded Streets 5-Year Prioritization Program - ACTION* attachment enclosure As summarized in Attachments 1 and 2, we have ten Prop K allocation requests totaling $4,132,911 to present to the Plans and Programs Committee. The Peninsula Corridor Joint Powers Board (PCJPB or Caltrain) has requested a total of $3,316,805 for six annual Caltrain allocations, including Rolling Stock Equipment, Peninsula Rail Program, Radio Channel Upgrades, Systemwide Track Rehab, and Systemwide Bridge Improvements - Los Gatos Creek Bridge. The Department of Public Works (DPW) has requested $292,106 to fund the construction phase of the 19th Avenue Median Improvements project, which will add landscaping to the full length of 15 medians on 19th Avenue between Lincoln Avenue and Wawona Street. This allocation is contingent upon an amendment to the New and Upgraded Streets 5-Year Prioritization Program (5YPP) to reprogram funds from the 19th Avenue Bulb-outs (Lincoln - Junipero Serra) project to the subject project. The bulb-out project is underway but delayed due to an extended process to obtain design exceptions from the State and the San Francisco Municipal Transportation Agency's (SFMTA's) environmental clearance process for bus stop relocations and consolidations. The Bay Area Rapid Transit District (BART) has requested $85,000 to fund the design of a bicycle station at the Civic Center/U.N. Plaza BART/MUNI Station, which would add approximately 183 new secure parking spaces, as well as upgrades to existing parking in the paid area of the station. The SFMTA has requested $27,000 to construct .75 miles of Class II bicycle lanes on Folsom Street from 13th Street to 19th Street, and $412,000 for the construction of cycle tracks and related bicycle facility improvements along 1.4 miles of John F. Kennedy (JFK) Drive between Kezar and Transverse Drives and along Kezar Drive between JFK Drive and Stanyan Street. The SFMTA's requests are contingent on amendment of the Bicycle Circulation and Safety 5YPP, which is scheduled to be adopted by the Authority Board at its September 27 meeting and the subject of a separate item on the agenda for the September 20 Plans and Programs Committee meeting. We are seeking a recommendation to allocate $4,132,911 in Prop K funds, with conditions, for ten requests, subject to the attached Fiscal Year Cash Flow Distribution Schedules, and amendment of the New and Upgraded Streets 5YPP. 7. Update on the San Francisco Transportation Plan - INFORMATION As the Congestion Management Agency for San Francisco, the Authority is responsible for preparing a long-range transportation plan identifying goals, needs, and investment priorities for the city's transportation sector. The San Francisco Transportation Plan (SFTP) team is roughly halfway through the planning process, with major milestones completed including: 1) documenting existing conditions and future transportation needs; 2) analyzing aspirational scenarios designed to optimize transportation performance under each of the Plan's four goals areas; 3) administering the first Call for Projects, which was incorporated into a submittal to MTC for consideration in the 2013 Regional Transportation Plan/Sustainable Communities Strategy; and 4) conducting two rounds of citywide outreach, at over 25 different community meetings, as well as through open houses, webinars, and surveys. In addition, the SFTP is guided by quarterly meetings of a Community Advisory Committee and a Technical Advisory Committee. We are beginning a third round of outreach this Fall, including webinars, community presentations, and surveys (online/print). In this phase, we seek input on prioritizing projects in the financially constrained alternatives and offer a second opportunity for agencies and the public to submit project ideas. We are also conducting targeted focus groups and surveys to understand how the SFTP might advance or facilitate projects or policies that improve school transportation options. We expect to bring a Draft Plan to the Plans and Programs Committee in Winter 2012, leading to a final round of outreach and adoption of the Final Plan in Spring 2012.
