3. Citizens Advisory Committee Report - INFORMATION 4. Recommend Appointment of One Member to the Citizens Advisory Committee - ACTION* attachment The Authority has an eleven-member Citizens Advisory Committee (CAC). CAC members serve two-year terms. Per the Authority's Administrative Code, the Plans and Programs Committee recommends and the Authority Board appoints individuals to fill any CAC vacancies. Neither Authority staff nor the CAC make any recommendations on CAC appointments, but we maintain an up-to-date database of applications for CAC membership. A chart with information about current CAC members is attached, showing ethnicity, gender, neighborhood of residence, and affiliation. There is one vacancy on the CAC requiring Committee action. The vacancy resulted from the resignation of Jul Lynn Parsons. We are seeking a recommendation to appoint one member to the CAC. 5. Update on Citywide Pedestrian Safety Efforts - INFORMATION* attachment At the January 11 meeting of the Plans and Programs Committee, Commissioner Chiu requested that staff assess and report back to the Committee on citywide pedestrian safety efforts. Commissioner Chiu asked that this report focus on two items: 1) identifying City agencies working on pedestrian safety issues and describing their relevant projects; and 2) identifying funding sources to support current and future pedestrian safety efforts. Authority staff will provide an update of citywide pedestrian safety trends and current planning initiatives. The San Francisco Municipal Transportation Agency (SFMTA) will also present, focusing on specific pedestrian safety activities and the SFMTA's role in the pedestrian sector including as the co-lead agency with the Department of Public Health for the Pedestrian Safety Task Force. This is an information item. 6. Recommend Affirmation of the Authority's Funding Commitment to the Presidio Parkway Project and Approval of a Fund Swap of $19,722,000 in State-Local Partnership Program Funds Currently Committed to the Presidio Parkway Project with an Equivalent Amount of Regional Improvement Program Funds Committed to the Central Subway Project - ACTION* attachment In December 2008, the Authority Board approved the final environmental document for the Presidio Parkway project. Phase I of construction, initiated in August 2009, consists of Contracts 1 through 4 for environmental mitigation, utility relocation, and the construction of portions of the permanent new parkway, one of four short tunnels under the Presidio, and a detour. Phase II will complete the last three tunnels and bridge structures as well as final landscaping. In 2010, the California Transportation Commission approved Phase II of the Presidio Parkway project's implementation through a public-private partnership (P3) agreement, a contractual agreement between the California Department of Transportation (Caltrans) and a private sector concessionaire to design, build, finance, operate, and maintain an infrastructure facility. P3 transfers some responsibilities and risks of project delivery from the public sector to a private concessionaire for a fixed period of time in order to reduce the expected life cycle cost the asset. On January 3, 2011, Caltrans awarded the P3 agreement to the selected bidder, Golden Link Partners, setting the terms for Golden Link Partners to design and build Phase II of the project as well as operate and maintain the facility for 30 years. The next major milestone for Phase II is completing a financial closing by the end of Summer 2011 so that construction activities can begin, requiring Caltrans and the Authority to reaffirm their respective financial commitments to the project. Attachment 3 shows the existing commitment of $171,773,000 in Authority-controlled funds (Prop K, State-Local Partnership Program (SLPP), and Regional Improvement Program (RIP)) to the overall project and a proposed revision of the fund sources (revised to just included Prop K and SLPP), but not the total amount, that comprise that commitment. We are seeking a recommendation to affirm the Authority's funding commitment to the Presidio Parkway project and to approve a fund swap of $19,722,000 in SLPP funds currently committed to the Presidio Parkway project with an equivalent amount of RIP funds committed to the Central Subway project. 7. Update on the Regional Transportation Plan/Sustainable Communities Strategy and San Francisco Transportation Plan Call for Projects - INFORMATION* attachment Every four years, the Metropolitan Transportation Commission (MTC) leads development of the RTP, which sets policy and transportation investment priorities in the nine Bay Area counties. As congestion management agency (CMA), the Authority coordinates San Francisco's priorities for the RTP and submits these to the MTC. Inclusion in the financially constrained portion of the RTP, either as an individual project listing or by inclusion in a programmatic category, is mandatory for all projects seeking state or federal funds or a federal action (e.g., approval of an environmental document). This RTP has a new element, the Sustainable Communities Strategy (SCS). Required under Senate Bill 375, the SCS is an integrated land use, housing, and transportation plan that must meet a greenhouse gas emission reduction target set by the California Air Resources Board by reducing vehicle travel. In the Bay Area, the MTC and the Association of Bay Area Governments (ABAG) are responsible for developing the SCS, which will form the basis for the 2013 RTP and Regional Housing Needs Allocation process. The SCS has the potential to alter the distribution of transportation funding across the region if new policies and incentives are put into place to support the implementation of Priority Development Areas, including those in San Francisco. On February 18, we released a joint call for San Francisco projects for the RTP/SCS, and the San Francisco Transportation Plan (SFTP), which will update the county's 25-year transportation plan. Over the last month we have been performing outreach to agency sponsors and the public, focusing on improving access to the process for low-income and minority communities. The deadline for public agencies to submit project ideas was March 10, and the deadline for members of the public is March 24. At the March Plans and Programs Committee meeting, we will discuss the call for projects, highlight input received to date, and describe the process for getting to an initial staff-recommended list of project priorities to MTC by its April 29 deadline. We will also review next steps in the RTP/SCS process, which include MTC's detailed project evaluation that will inform detailed alternatives analysis and investment trade-off discussions (merging the SCS land use and RTP transportation investment assumptions) in late 2011, leading to identification of a preferred RTP/SCS investment strategy in early 2012. All projects submitted through this call for projects will also be considered for potential inclusion in the SFTP. We will also offer the public and agencies a second opportunity to submit projects for the SFTP later this summer. This is an information item.
