The Transportation Authority contracts with City and County of San Francisco (City) departments and outside firms for certain specialized professional services in areas where factors like costs, work volume, or the degree of specialization required would not justify the use of in-house staff. As summarized in Attachment 1, we are recommending renewing annual contracts for general legal counsel, video production services for Transportation Authority Board and Committee meetings, on-call program management oversight and general engineering consulting services, on-call transportation planning services, and vehicle level of service and transit speed monitoring services for the Congestion Management Program update for Fiscal Year 2014/15, in an amount not to exceed $2,350,000. We are seeking a recommendation to authorize the Executive Director to execute annual contract renewals with City departments, exercise contract options for various annual professional services, in an amount not to exceed $2,350,000, and modify contract payment terms and non-material contract terms and conditions.

4.    State and Federal Legislative Update – INFORMATION/ACTION* attachment

Every month, we provide an update on state and federal legislation and, when appropriate, seek recommendations to adopt new positions on active legislation. The attached matrix tracks the latest activity on state bills, the positions previously adopted by the Transportation Authority, and proposed new positions (which are highlighted and marked as “new”). We are recommending the following new positions this month: support for Assembly Bill (AB) 2337 (Linder) and AB 2707 (Chau). We are seeking a recommendation to approve the positions as proposed in the attached legislative matrix.

5.    Recommend Award of an 18-Month Contract to Parsons Brinckerhoff, Inc. in an Amount Not to Exceed $372,000, for Planning and Engineering Services for the 19th Avenue/M-Ocean View Project Pre-Environmental Study Phase and Authorizing the Executive Director to Negotiate Contract Payment Terms and Non-Material Contract Terms and Conditions – ACTION* attachment

The Transportation Authority is serving as the procuring agency for the 19th Avenue/M-Ocean View Project Pre-Environmental Study Phase being led by the San Francisco Municipal Transportation Agency (SFMTA). This phase of work builds on 19th Avenue/M-Ocean View alternatives developed in the 19th Avenue Transit Study with the major objectives to advance project development to the 5-10% level of engineering and prepare a Project Study Report as required for projects affecting the State-owned right-of-way. The Transportation Authority will receive $490,000 of the overall $1,020,000 phase budget committed through Memorandum of Agreement between SFMTA and the Transportation Authority that covers both consultant and Transportation Authority staff costs. On April 4, 2014, we issued a Request for Proposals (RFP) to provide planning and engineering professional services for the 19th Avenue/M-Ocean View project. By the May 5, 2014 deadline, we received four proposals. A multi-agency technical review panel, comprised of representative from the Transportation Authority, SFMTA and the California Department of Transportation, reviewed the proposals and interviewed the top three-ranked firms on May 20, 2014. Based on the competitive selection process defined in the evaluation criteria of the RFP, the review panel recommends the award of a consultant contract to the top-ranked firm of Parsons Brinckerhoff, Inc. We are seeking a recommendation to award an 18-month contract to Parsons Brinckerhoff, Inc. in an amount not to exceed $372,000, for planning and engineering services for the 19th Avenue/M-Ocean View Project Pre-Environmental Study Phase and authorizing the Executive Director to negotiate contract payment terms and non-material contract terms and conditions.

6.    Recommend Award of a Construction Contract to the Lowest Responsible and Responsive Bidder, O.C. Jones & Sons, Inc., in an Amount Not to Exceed $1,984,468, Authorizing the Executive Director to Negotiate Contract Payment Terms and Non-Material Contract Terms and Conditions for the Construction Contract, Authorizing the Executive Director to Execute All Other Supporting Agreements, and Authorizing an Additional Construction Allotment of $187,000 for the Folsom Street Off-Ramp Realignment Project – ACTION* attachment

The San Francisco Office of Investment and Infrastructure (OCII), Successor Agency to the Redevelopment Agency, has requested that the Transportation Authority be the lead agency in the implementation of the Folsom Street Off-Ramp Realignment Project. This project is a major component of the Streetscape and Open Space Plan for the Transbay Redevelopment Project. On November 19, 2013, OCII approved a $2.83 million Memorandum of Agreement to fully reimburse the Transportation Authority for project management, administrative, construction management, and construction services for the project. On April 11, 2014, we issued an Invitation to Bid (ITB) for construction services for the project. We held a non-mandatory pre-proposal conference on April 29, 2014. By the due date of May 14, 2014, we received a total of five construction bids. The lowest responsible and responsive bidder is O.C. Jones & Sons, Inc., with a bid of $1,984,468. The ITB established a 50% Small Business Enterprise goal for the construction contract. O.C. Jones & Sons, Inc. pledged to meet a 38.3% Small Business Enterprise participation goal and submitted Good Faith Effort documentation that was determined to show satisfactory efforts toward achieving the contract goal. The project budget includes $187,000 for potential change orders to the construction contract and supplemental work. We are seeking a recommendation to award a construction contract to the lowest responsible and responsive bidder, O.C. Jones & Sons, Inc., in an amount not to exceed $1,984,468, authorizing the Executive Director to negotiate contract payment terms and non-material contract terms and conditions for the construction contract, authorizing the Executive Director to execute all other supporting agreements, and authorizing an additional construction allotment of $187,000 for the Folsom and Fremont Street Off-Ramp Realignment project.
